Open indicators menu at two windows at the same time

It’s impossible to open two window side indicators menu since indicators menu is modal window:

Steps to reproduce:

1. Two window

2. open indicators menu in one.

3. open the same in another:

   actual: impossible to open due to modal window type.

   ex.: open indicator menu of other window.
