Crosshair Mode - Hotkeys request

Request: add hotkeys for the crosshair modes.

1. When pressing a hotkey it should only change the crosshair mode of the active chart window.

2. Additionally a platform wide crosshair function that sets the crosshair mode for all open charts across the platform.

This would be very useful to quickly toggle between the different crosshair modes across (multiple) charts.
