Chart drawn levels automatically reflected in dom rows

This feature is extremely useful on other platforms but is currently missing in ATAS: any horizontal level drawn on a corresponding chart (such as lines or rectangles) should automatically appear on the DOM — for instance, in the note column — preserving attributes like color and possibly thickness.
