[API] Callback to detect if orders to the broker are not executed

If this window appears, I want to be able to get notified programmatically, so I can choose to stop an automatic strategy or do other things to protect ourselves from network issues.

If the strategy doesn't stop while this message appears, it may try to send more orders to the broker causing opening a position with more lots than allowed.
